Key Regulatory Frameworks

  • American Security Drone Act (ASDA) — FY2024 NDAA (Dec 2023). Bars federal agencies from procuring/using drones manufactured in China, Russia, Iran, or North Korea. Operational prohibitions took effect December 2025.
  • NDAA Section 848 — FY2020 NDAA. Bars DoD from procuring or operating drones made in covered foreign countries (chiefly China) or built with covered-country critical components.
  • FY2025 NDAA Section 1709 — Directed FCC to add DJI and Autel Robotics to the Covered List (Dec 22, 2025). Extends to subsidiaries, affiliates, and joint ventures.
  • DoD 1260H List — Chinese Military Companies list. Section 805 of FY2024 NDAA bars DoD from contracting with listed entities (direct: Jun 30, 2026; indirect: Jun 30, 2027).
  • Blue UAS Cleared List — DoD/DIU catalog of drones approved for federal procurement. Transitioned to DCMA management Dec 2025.
  • FCC Covered List — Equipment posing national security risk. New FCC authorizations blocked for listed entities; existing authorizations grandfathered.

Procurement rules change frequently — verify against the live DCMA Blue List, FCC Covered List, and current NDAA provisions before any purchase decision. Compliance is summarized at brand/current-representative-product level; federal procurement decisions should verify the specific SKU, component origin, and current Blue/DCMA/FCC status.
